Transforming the Universities of Transition Economies: 1990–2020
The Path to Excellence: With University Stakeholders or Without Them?
Are you a representative of a ministry or national agency, top manager of university, or a member of the expert community?
Do you want to explore trends in higher education in developing countries and learn more about best practices for stakeholder engagement?
Are you looking to enhance your stakeholder relations based on solid evidence?
What is a transition economy?
Transition economies are countries moving from planned to market-based economies and societies. Higher Education plays a vital role in forging partnerships between diverse and emerging institutions and interest groups to thrive in new, and often uncertain, environments.
Higher Education in transition economies today*
With over 2,400 higher education institutions, transition economies account for more than 1/8 of the world's total.
10 universities rank in the Top-500 of the THE WUR and 15 in the QS WUR Top-500 — a 50% improvement since 2015.
With 14 million students, universities in transition economies represent approximately 6% of the world's total student population.
1 in 9 international students hail from countries with transition economies.

ostentatious campuses and technoparks may seem like effective ways to engage stakeholders, but studies suggest their cost effectiveness for education and productivity is often overestimated?**
collaborations between universities in transition economies and their industry partners have increased by nearly 3 times since 2000 and the number of publications in top-tier journals (Q1) has quadrupled?*
Kazakhstan has achieved a staggering 24-fold increase in scientific output over the past 20 years? However, for transition economies matching research quality with research quantity is still a major challenge.*

and explore effective strategies for creating world-class universities in post-socialist countries
What our project is about
Research aims
E-Quadrat Science & Education, with our partners, aims to raise awareness in government and the academic community about transforming universities in various regions of the world. By studying the interaction between universities and their stakeholders, we plan to:
Identify and describe best practices for transforming universities in selected countries
Promote expert community exchange of successful experiences
Highlight practices that hinder university development
Study factors constraining university transformation at local and national levels
Analyse successful programmes for improving university competitiveness
Identify prerequisites and necessary conditions for new projects in higher education
Research questions
?
Who are university stakeholders?
How do they combine and cultivate mutual interests?
What connects them to universities and to one other?
When putting competitiveness strategies into practice, how do effective stakeholders maintain a balance of interests and competing priorities?
With a multidisciplinary approach, using various methods (including scientometry and sociological research), we focus on accessibility, practical application, and open access to data.

Stages of study
The first stage includes
  • collection and systematisation of data from open sources (including the study of previously conducted studies along a similar orientation)
  • analysis of the availability and quality of statistical data on university & government websites
  • scientometric analysis
  • formation of a representative group of future participants in expert interview.
October 2022
June 2023
The main stage includes
conducting and analysing in-depth interviews with representatives of universities, businesses, government agencies, and national institutions geared toward the development of education and science, as well as with leading experts in the field of science and higher education in the countries examined.
July 2023
November 2023
Research project is composed of two stages
Why participate
Participants will receive specific and targeted results that can help improve their stakeholder relations based on evidence.
1
Universities will get the opportunity to rethink their development strategies by drawing on modern methods and the successful experiences of their colleagues.
2
Ministries and governing institutions can gain insights into how to optimise national and institutional strategies for the development of higher education and science and engage in more effective stakeholder and public relations.
3
Experts will be able to collaborate in joint research, showcasing and enhancing their expertise in the respective countries and regions as well as participate in joint publications of results.
How to participate
Engage in face-to-face or online interviews with company representatives
Provide statistical data, reports, and analytical materials related to university development
Invite independent experts with a deep understanding of the higher education sector
Participate in expert discussions based on the results of interviews and analysis of hard data
Review publications and other materials prepared for publishing based on the study results
Rethink your development strategy, maximise stakeholder relations
